Ruarri M. Rogan is a civil rights litigator dedicated to holding government actors accountable for constitutional violations. His practice focuses on federal civil rights actions under 42 U.S.C. § 1983, including claims of excessive force, false arrest, malicious prosecution, and due process violations. Mr. Rogan represents individuals who have suffered at the hands of law enforcement and other state actors, bringing a meticulous, evidence-driven approach to complex liability questions.
Mr. Rogan’s advocacy is grounded in investigative rigor. Prior to joining the Law Office of Amy Jane Agnew, P.C., he managed sensitive internal investigations and complex financial disputes for Morgan Stanley and Holland & Knight LLP. While he no longer represents financial institutions, he leverages this background in structured data and discovery to uncover misconduct in civil rights cases, always striving to find the "needle in the haystack."
A commitment to public service has always been central to Mr. Rogan’s career. As an Archibald R. Murray Scholar at Fordham University School of Law, he dedicated over 500 hours to the Criminal Defense Clinic, personally advocating for the disposition of misdemeanor charges against economically disadvantaged clients. He was further recognized as a Holland & Knight LLP "Pro Bono All-Star" in 2022.
Mr. Rogan is the author of a historical novel based on his great-grandfather’s life, a project that required far less discovery but significantly more creative license than his legal briefs. An endurance athlete, he has completed, amongst others, a double offroad marathon, an ultra-marathon, three 70.3 Ironmans, the Boston Marathon, the Berlin Marathon, and the New York City Marathon three times (twice in flip-flops), mostly to offset his appreciation of Deutsche Bräu. A South African native, he lives in Forest Hills with a dog and his wife and two sons, whom he frequently cajoles into "character-building" experiences that they will surely appreciate one day in the future.
